Yes, since chemical oxidation reactions are aqueous phase reactions, sufficient water must be applied to bring the chemical oxidant (PersulfOx or RegenOx) and the contaminant together in solution. However the balancing act of adding enough water to allow the desired chemical reactions to proceed vs. overloading the holding capacity of the soils and adding too much water is an important factor.
